Sweden is on the Road to E‑invoicing
The Swedish government has decided to appoint a special entity to conduct research related to the introduction of mandatory e-invoicing for B2B and B2G transactions. The government recognizes that accelerating digital transformation in the private and public sectors is essential, particularly in light of the changes proposed by the European Commission as part of ViDA.
Currently, in the B2B scope, e-invoicing, implemented in the post-audit model, is not mandatory, but it is commonly used. However, with the ViDA proposal in mind, the Digital Government Agency (DIGG), together with the Swedish Companies Registration Office (Bolagsverket) and the Swedish Tax Agency (Skatteverket), has submitted a formal request to the Swedish government to investigate the feasibility of making e-invoicing mandatory in both B2B and B2G sectors. In the case of B2B e-invoicing, the introduction of the Peppol CTC model is being considered.
Implementation timeline
2008
- Since 2008, issuing electronic invoices to governmental institutions has been mandatory.
2019
- In 2019, it was extended to encompass the entire public sector through the Peppol framework.
2021
- From March 21, 2021, G2B e-ordering became mandatory for public entities with more than 50 employees.

Archiving requirements
Retention period for fiscal documents:
- Related to immovable property: 17 years
- Other documents: 7 years

E-invoicing process description
Contracting authorities and units in Sweden must be able to accommodate e-invoices in Peppol BIS Billing version 3.0, which follows the European standard EN 16931.
The required steps include:
- Connecting to the Peppol Network: Customers must partner with a Peppol-accredited service provider, such as Comarch, to receive electronic invoices.
- Registering a Peppol ID: Since March 3, 2025, customers are required to register their Peppol ID with the Swedish Customs Authority via the e-services section on their website.
While the transition to Peppol invoices is underway, the Swedish Customs Authority will continue to offer customs bills in PDF format through its website for those who prefer or require an alternative.
The Swedish adoption of Peppol follows a growing global trend. Countries such as Belgium, the UAE, and France have all incorporated the Peppol Network as part of their electronic invoicing mandates to enhance the efficiency and interoperability of invoicing systems worldwide.

How can integrity and authenticity be ensured?
- Integrity and authenticity requirements are met through e-signatures, with Advanced Electronic Signature (AES) being the common minimum requirement.

Comarch Position
Comarch currently uses Peppol and point-to-point connections, as there is no regulatory framework for B2B e-invoicing in Sweden at this time. B2G transactions are handled through Peppol, as the local Svefaktura is essentially a rebranding of Peppol BIS 3.0.
