Oman is on the Road to E‑invoicing

B2B and B2G e-invoicing is currently in the pre-implementation phase in Oman. The Oman Tax Authority (OTA) has confirmed plans to restart its electronic invoicing system initiatives, with the first phase of mandatory B2B adoption scheduled for August 2026.

The initiative, previously delayed, will begin with the 100 largest taxpaying companies in the country, initiating a gradual rollout that will continue into 2028.

The system will be implemented in four phases, each targeting a specific group as follows:

  • Phase 1: One hundred large VAT-registered companies, implementation begins in August 2026.
  • Phase 2: All large VAT-registered companies, implementation begins in February 2027.
  • Phase 3: All remaining VAT-registered companies, implementation begins in August 2027.
  • Phase 4: Government institutions and entities, implementation begins in February (year to be announced).

A company that is not targeted in the first Phase can apply the system voluntarily.

OTA has adopted a Peppol-based 5-corner model. This framework ensures real-time reporting to the tax authority (the 5th corner) while maintaining seamless interoperability between business partners, aligning Oman with international standards used in the UAE and Singapore.

Who is obliged to use e‑Invoicing in Oman

E-invoicing is currently voluntary in Oman, with phased mandatory obligations for B2B starting in August 2026 and broader B2G requirements to follow in 2028.

Archiving Requirements for e‑Invoicing in Oman

The required storage period is 10 years (5 years in the system and 5 years in an electronic archive).
