Comarch EDI Officially Joins Ukraine's e-TTN Test Environment
The Ministry for Communities and Territories Development of Ukraine has officially issued an order to connect the Comarch EDI electronic document management platform to the e-TTN (electronic consignment note) system’s test environment.
Due to the transition of the central database’s technical administrator to the State Sectoral Center for Digitalization and Cybersecurity, the Ministry has mandated joint testing to verify the platform’s performance, functionality, and compliance with the technical requirements established by the e-TTN System owner.
This represents a key technical milestone within the national initiative to digitize domestic road freight transport.
A Step Forward for Digital Logistics
The connection of Comarch’s platform is part of a broader, two-year experimental project aimed at implementing electronic consignment notes across Ukraine. This initiative serves as a logical continuation of the Ministry's digitalization efforts, initiated by the Ministry's team in late 2019 and backed by international partners.
Regulatory Background
The e-TTN initiative is governed by recent legislative frameworks aimed at modernizing logistics. On May 30, 2024, the Cabinet of Ministers of Ukraine passed Resolution No. 629, which authorized the experimental project for domestic freight transport.
Following this resolution, the Ministry approved Order No. 1491 in December 2024. This order established the “Procedure for the Functioning of the Electronic Document Management System for Electronic Consignment Notes”. The Procedure outlines the strict authorization processes for electronic document management (EDM) platforms and defines exactly how EDM platform operators can join the e-TTN System.
The success of this experimental project relies on the active involvement of central executive bodies, freight transport participants, users, and EDM platform operators, such as Comarch, which are currently at various stages of authorization.
