Belize Advances Mandatory E-Invoicing Under GST Regime
On March 10, 2026, Belize’s Ministry of Finance confirmed plans to fully implement mandatory electronic invoicing for businesses operating under the General Sales Tax (GST) regime. Announced during the 2026/2027 budget speech, this mandate will require all GST-registered entities to issue and report invoices electronically to reduce tax evasion, enhance transactional transparency, and streamline compliance.
Legislative Background and Ongoing GST Review
The legal foundation for the upcoming mandate was established by the General Sales Tax (Amendment) Act, 2024, which took effect on January 1, 2025. This legislation introduced mandatory e-invoicing provisions into the GST framework, legally requiring registered businesses to prepare for the transition to digital receipts and e-invoices. Businesses failing to adhere to these registration and invoicing obligations will face penalties under the amended GST Act.
To support this digital modernization, the government is initiating structural changes to its tax administration. The existing tax department will be transformed into a semi-autonomous revenue authority (SARA) to improve governance flexibility, operational autonomy, and enforcement efficiency.
Additionally, the government plans to conduct a comprehensive review of the current GST structure in the upcoming fiscal year. This evaluation will focus on the classification of standard-rated and zero-rated items, with potential amendments to the GST schedule anticipated within the year.
Implementation Timeline and Next Steps
The Belize Tax Service Department (BTSD) is managing the nationwide rollout, receiving technical and strategic support from the Inter-American Development Bank (IDB) and the Inter-American Center of Tax Administrations (CIAT).
Detailed technical specifications, required data formats, and the exact phased implementation schedule have not yet been published. The tax authority is expected to release further guidance outlining these technical requirements, registration deadlines, and deployment timelines in the coming months. To facilitate the rollout, authorities anticipate organizing technical workshops and stakeholder consultations.
