Malawi Advances e-Invoicing Rollout
The Malawi Revenue Authority (MRA) has completed the migration of VAT-registered taxpayers to its new Electronic Invoicing System (EIS), a central pillar of the country’s broader push toward digital tax administration. The EIS went live on May 1, 2026, and on June 23, 2026, the MRA confirmed that more than 91% of the businesses targeted for onboarding had been successfully onboarded by June 2026. Authorities expect the system to enhance compliance monitoring and strengthen the effectiveness of tax audits.
EIS supersedes the Electronic Fiscal Devices (EFDs) that Malawi had relied on since 2014. Under the new web-based framework, invoice data is transmitted to the MRA in real time. Each invoice processed through EIS receives a unique reference number and QR code upon validation, establishing a verifiable audit trail for tax authorities.
Phased Implementation Approach
To support a smooth transition, the MRA introduced EIS gradually, incorporating the following elements:
- Consultation with key stakeholders
- Pilot testing of the system
- Public awareness and taxpayer sensitization campaigns
- Nationwide training programs
Onboarding Options by Taxpayer Size
The MRA has structured EIS access to accommodate taxpayers of varying scale and technical capacity:
- Large taxpayers can integrate their accounting and point-of-sale systems directly with the MRA through Application Programming Interfaces (APIs).
- Medium-sized businesses can use a secure web portal that requires no specialized hardware.
- Small and micro enterprises, including those operating in areas with limited internet access, can rely on mobile-based tools equipped with offline functionality.
With this reform, Malawi joins Kenya, Nigeria, and Zambia among the African countries turning to e-invoicing to modernize revenue collection and administration.
