Germany Publishes Updates to the Peppol and ZUGFeRD Standards
Germany has made significant updates to the Peppol, KoSIT, and ZUGFeRD standards. These technical advancements aim to optimize cross-border interoperability, expand functionality, and simplify implementation for businesses, thereby reinforcing the country's integration into the broader European digital invoicing environment.
Rollout of the Central Settlement (ZR) Framework
KoSIT has released version 1.0 of the Central Settlement (ZR) processing recommendation. This update establishes a highly structured methodology for managing settlement-based invoicing scenarios. The release defines standardized technical markers, including identifiers for payment mechanisms and settlement logic, to ensure structural consistency across all system implementations.
Additionally, Peppol has supplemented this release with an official English translation of the ZR framework, supporting cross-border adoption.
ZUGFeRD 2.5 and Practical Implementation Tools
Scheduled for deployment in May 2026, version 2.5 of the ZUGFeRD standard will introduce support for gross invoice processing. This upgrade aims to address the unique billing requirements of sectors such as the petroleum and publishing industries, all while preserving strict alignment with the European EN16931 code lists.
To further simplify the transition for taxpayers, FeRD has distributed updated reference invoice templates, which provide actionable guidance for navigating complex operational scenarios, effectively minimizing implementation challenges. The templates cover construction billing, leasing agreements, reverse-charge transactions, and simplified invoicing.
GEBA Specification for Standardized Addressing
In addition to the framework updates, KoSIT has published the English-language version of the GEBA format specification. This release is critical for standardizing business identification within Peppol networks, ultimately facilitating smoother interoperability and more reliable endpoint registration for participating enterprises.
