Draft bill proposing B2C e-invoicing in Romania published

The bill published by the Romanian Ministry of Finance is aiming to continue the expansion of country’s e-invoicing mandates as the final stage of B2B electronic invoicing is being introduced by the start of July.

The authorities are proposing a two-staged implementation of the B2C invoicing:

  1. The voluntary phase would start as soon as July 1st 2024. That is when the taxpayers would be able to start issuing electronic invoices to customers using the RO e-Factura system.
  2. The hard requirement to use the system for issuing invoices to consumers would enter force on January 1st 2025

To establish such a regime, the bill will have to be published before the end of June this year.
