The ISKOS System has multi-tier architecture and operates in MoF WAN. It is dedicated for 4 700 users working in 41 locations (MoF, 16 Fiscal Control Offices, 24 non-resident offices).

The fiscal control IT System is fully integrated and satisfies both the functional requirements of the fiscal control service and support tasks defined in the provisions of the Fiscal Control Law. In addition, the system makes it possible to monitor, control and assess these tasks to provide more effective management of the fiscal control work. It accelerates and unifies central and local reporting and enhances the efficiency of the fiscal control office procedures and provides standard management information for the Ministry of Finance executives.
The system was implemented in the seat of the Ministry of Finance and in 16 fiscal control offices including their branches. Implementation was preceded by pilot implementation in 2 selected tax audit offices (Wrocław and Poznań) with their branches. Software for data migration from the KARTA system exploited so far in fiscal control offices was executed.

Within this Technical Assistance project, the ISKOS custom application was developed, additional software tools were integrated and the analytical data warehouse was further expanded.
Further development of ISKOS custom application.
ISKOS application is a turn-key solution developed by Comarch. It supports the operations of fiscal control authorities: integrates data concerning fiscal control subjects, taxes and controls that are gathered in MoF central data warehouse, supports risk analysis and identification of control subjects, supports the control planning process and electronic document flow within fiscal administration. The application was developed by extending the functionalities of existing modules and developing new ones.

Implementation and integration of specialist tools.
OCEAN GenRap – software tool enabling the analysis of taxpayer’s electronic finance-accounting data and generating corresponding reports. It increases the effectiveness of fiscal control and reduces the time of control duration.
SPSS Solution Publisher – is part of SPSS Clementine toolkit, it enables exporting the “analytical model” into the file, and executing this model on a mobile workstation within Clementine Runtime environment. Analytical models are used for basic analyses on finance-accounting data.
Argos – a custom application developed by Comarch, designed to search and monitor information in the Internet. It supports monitoring of electronic trade and fighting the “black economy” in the Internet trade.
Within the project a training for 265 Fiscal Administration Personnel was held (basic system users, risk analysts, system administrators).
